Improved Racial Data Collection as Part of Emergency Investments: In order to fully understand the racial dimensions of the pandemic and the related economic crisis, Congress should dramatically expand racial and ethnic data collection, both in terms of health impacts as well as the application of stimulus and other economic programs.
